The cost cap was sold as the great equaliser. Cap the spending, the argument went, and the big three could no longer buy their way to the front. Two seasons in, look at what actually happened. The teams that were already ahead had their advantage frozen in place by a rulebook that makes it structurally harder for anyone behind to out-develop them. You cannot spend your way back to the front if the spending is capped at a level the leaders already optimised around. The cap protects incumbents.
